This happens in Uganda too, sadly. On one of my field visits, I observed multiple vandalized pedestals for the water pipeline along Kampala-Jinja Highway in that Madhavani Sugar Plantations stretch. Locals destroy a functioning water system for few bars of rebar to sell as scrap.
