Tropical Storm Nolo is forecast to strengthen into a hurricane Thursday as it moves toward Hawaii. A Hurricane Watch is in effect for the Big Island, where significant heavy rain, flash flooding, mudslides, and large, damaging waves are possible into the weekend.
